Montreal police officer cited by police ethics commission for insulting Muslim driver

Quebec’s police ethics committee has upheld one of two citations of breaching the police ethics code against a Montreal police officer who made insulting remarks about a Muslim motorist’s religion when he pulled him over one winter morning in 2017.

Early on Feb. 6, 2017, Abdelkrim Rahal left his home in Laval to drive to his place of employment on Fullum St. in Montreal’s Mercier-Hochelaga-Maisonneuve borough.

At about 6:50 a.m., as Rahal was driving south on Papineau Ave., he noticed a patrol car behind him with lights flashing, so he pulled over to the right. The police officer, 25-year SPVM veteran Éric Locas, pulled up beside him and indicated to Rahal that he should pull over, which he did.
