Communiqué manifestation du 15 mars 2023 dans le cadre de la journée internationale contre la brutalité policière

Aujourd'hui marque la 27ème journée internationale contre la brutalité policière. Alors que l'on pourrait penser que ces appels répétés à l'humanité et à la décence pourraient avoir un écho, c'est malheureusement tout le contraire. En effet, c'est avec une grande tristesse que nous apprenions, il y a de cela quelques mois, que Nicous D'André Spring, un homme noir de 21 ans détenu illégalement a été tué par des gardiens de prison à l'Établissement de détention de Montréal (prison de Bordeaux). N'oublions pas que 2022 a aussi été l'année d'ouverture du nouveau centre de détention pour personnes migrantes à Laval . L'État et ses flics y enferment des adultes et des enfants, parce qu'iels n'ont pas le bout de papier nécessaire à leurs yeux pour mériter la dignité. Les gouvernements canadiens et québécois font tout pour donner bonne image à ces prisons et pour justifier leur existence. Malgré tout, la vocation de ces établissements est et restera: enfermer des personnes qui ne sont coupables que du « crime » d'être venues chercher de meilleures conditions de vies. Les conditions de détention y sont horribles et poussent même plusieurs personnes chaque année à s'y enlever la vie, tel que cela a malheureusement été le cas très récemment pour Brian Arthur Stone le 28 janvier 2022. Mais ce qui se passe entre les murs des prisons n'est que la pointe de l'iceberg du système global de ségrégation suprémaciste blanc, dans lequel les pays du Nord peuvent contrôler les personnes qui entrent et sortent de leurs pays. La militarisation des frontières qui découle de ce système a des conséquences catastrophiques, tel que nous l'avons vu le 5 janvier dernier avec la mort de Fritznel Richard. Bref, la brutalité n'a pas cédé un seul centimètre pendant toutes ces années.

La réaction des autorités à ces violences répétées ne laisse présager aucune amélioration quant à la situation. Prenons par exemple, la ville de Montréal, sans aucune distance critique par rapport à la soi-disante prolifération des armes à feu, fabriqué à grand coup de communiqué de presse du SPVM, a accordé à son service police une hausse de 63 millions. Alors qu'on sait que pendant certaines années près de 40% des contraventions sont données à des personnes en situation d'itinérance (soit au maximum 1,6% de la population montréalaise, suggérant qu'une personne en situation d'itinérance est 25 fois plus à risque de recevoir une contravention), la ville continue une approche qui ne fonctionne pas et ne règle rien. En effet, est-ce que ce sont des contraventions qui vont aider les personnes en situation d'itinérance à se trouver un endroit où vivre dans une crise du logement ? Les gouvernements provinciaux et fédéraux agissent de la même façon en gardant le cap vers des approches répressives et punitives, tout en refusant de limiter les impacts sur les plus vulnérables.

C'est parce que les gouvernements municipaux, provinciaux et fédéraux ne font rien pour empêcher la croissance des injustices envers les plus vulnérables que le Collectif Opposé à la Brutalité Policière organise ce soir une 27ème marche contre la brutalité policière. Cet appel a été répondu par des manifestations à Winnipeg et Québec entre autres. L'émergence de ces nouvelles manifestations suggère que la population est enfin en train de se réapproprier ces questions, constatant le manque flagrant de la part des autorités en place. Il est grand temps d'agir car la police tue, en prison comme dans la rue!

Press Release March 15, 2023 International Day Against Police Brutality demonstration

Today marks the 27th International Day Against Police Brutality. While one would think that these repeated calls for humanity and decency would resonate, unfortunately the opposite is true. Indeed, it was with great sadness that we learned, a few months ago, that Nicous D'André Spring, a 21 year old black man illegally detained was killed by prison guards at the Montreal Detention Facility (Bordeaux prison). Let's not forget that 2022 was also the year of the opening of the new detention center for migrants in Laval . The State and its cops lock up adults and children because they don't have the piece of paper they need to deserve dignity. The Canadian and Quebec governments do everything to make these prisons look good and to justify their existence. In spite of everything, the vocation of these establishments is and will remain: to lock up people who are guilty only of the "crime" of having come to seek better living conditions. The conditions of detention are horrific and even lead several people each year to take their own lives, as was unfortunately the case very recently for Brian Arthur Stone on January 28, 2022. But what happens within the walls of the prisons is only the tip of the iceberg of the global system of white supremacist segregation, in which Northern countries can control who enters and leaves their countries. The militarization of borders that results from this system has catastrophic consequences, as we saw on January 5th with the death of Fritznel Richard. In short, the brutality has not yielded a single inch in all these years.
The reaction of the authorities to this repeated violence does not suggest any improvement in the situation. For example, the city of Montreal, without any critical distance from the so-called proliferation of firearms, manufactured with a press release from the SPVM, has granted its police department a 63 million increase. While we know that in some years nearly 40% of the tickets are given to people in a situation of homelessness (that is to say at most 1.6% of the Montreal population, suggesting that a person in a situation of homelessness is 25 times more likely to receive a ticket), the city continues an approach that does not work and does not solve anything. Indeed, are tickets going to help people experiencing homelessness find a place to live in a housing crisis? Provincial and federal governments are doing the same thing by staying the course with repressive and punitive approaches, while refusing to limit the impacts on the most vulnerable.
It is because municipal, provincial and federal governments are doing nothing to prevent the growth of injustices against the most vulnerable that the Collective Opposed to Police Brutality is organizing a 27th march against police brutality tonight. This call has been answered by demonstrations in Winnipeg and Quebec City. The emergence of these new demonstrations suggests that the population is finally taking ownership of these issues, noting the glaring lack of action by the authorities in place. It is high time to act because the police are killing, in jail and on the street!
