C’est sans grande surprise mais avec énormément de rage et d’indignation que le COBP dénonce l’arrestation de masse qui a mis fin à la 18e manifestation contre la brutalité policière quelques minutes à peine après son départ. Le SPVM, aidé de la SQ, a en fait encerclé la manifestation avant même qu’elle ne se mette en branle. D’après nos informations préliminaires, ce sont environ 250 personnes qui ont été encerclées en vertu de l’article 2.1 du règlement municipal P-6 qui interdit toute manifestation dont l’itinéraire n’a pas été remis à la police avant son départ. (Faut-il rappeler que la constitutionnalité du règlement municipal P-6 est présentement contestée en cour?) Plusieurs arrestations ciblées ont aussi eu lieu, dont plusieurs ont été effectuées très brutalement. Un manifestant aurait été envoyé à l’hôpital après que son crâne eut été fracassé par des coups de matraque.

Le SPVM a battu des records d’intolérance en déclarant la manif illégale 2 jours avant le 15 mars, sous prétexte que l’itinéraire n’avait pas été remis. Des policiers en civil, disant travailler pour le SPVM, ont aussi rendu visite à plusieurs militantEs en les intimidant pour les décourager de participer à la manif du 15 mars 2014. C’est une véritable armée de policiers à pieds, à cheval, en vélo, en auto et en hélicoptère qui ont occupé les alentours du métro Jean-Talon au moment où la manif devait commencer.

Après un bref mais énergique discours des organisateurs et organisatrices, qui a été interrompu par un policier qui a dit des mots incompréhensibles dans un haut-parleur, la foule a tenté de se diriger vers l’Ouest sur la rue Jean-Talon. Mais une ligne de policiers anti-émeute s’est immédiatement déployée, leur bloquant la route. Les gens ont donc fait demi-tour et pris la rue Châteaubriand vers le Sud, la seule voie qui n’était pas bloquée par les agents du SPVM. C’est sur la rue Châteaubriand, entre Jean-Talon et Bélanger, que la plupart des gens ont été encerclés alors que le SPVM ne leur a laissé aucune chance de se disperser, contrairement à ce qu’ils affirmaient dans leurs « consignes aux manifestants » publiés le 12 mars sur leur site web.

Plusieurs autres arrestations plus ou moins ciblées ont ensuite eu lieu à plusieurs coins de rue autour de l’encerclement, la Brigade Urbaine du SPVM poursuivant, provoquant et arrêtant brutalement plusieurs personnes pour des motifs bidons comme « entraver la circulation sur le trottoir » ou « émettre un bruit audible à l’extérieur ».

Le COBP dénonce le fait que le SPVM a encore une fois démontré qu’il est incapable de tolérer les manifestations contre sa brutalité et l’impunité policière, alors que plusieurs manifestations dont l’itinéraire n’avait pas été dévoilé ont été tolérées en 2013, sans compter les innombrables manifs « illégales » de 2012. La démonstration répressive de cet après-midi démontre aussi que peu importe que le gouvernement soit péquiste, libéral ou autre, c’est toujours la police qui décide qui a le droit de manifester et quand, comme dans un véritable État policier.

Le COBP invite toutes les personnes arrêtées à contester leurs contraventions et à nous contacter afin d’organiser une défense collective et des recours.

March 15 2014: The COBP denounces the paramilitary police state and
its political repression

It is without surprise but rather an enormous amount of rage and
indignation that the Collective Opposed to Police Brutality (COBP/Mtl)
denounces the mass arrest that ended the 18th annual demonstration
against police brutality mere moments before it began. The montreal
police (SPVM), with the help of the quebec police (SQ) encircled the
demonstration before it even really begun. According to our initial
information, about 250 people were arrested using article 2.1 of the
municipal bylaw P-6 that prohibits all protests where the route is not
given to the police ahead of time. (Must we remind them that the
constitutionality of bylaw P-6 is currently being contested in court?)
Many targeted arrests happened, many of which were carried out quite
brutally. One demonstrator was sent to the hospital after his head was
smashed by police nightsticks.

The SPVM countered their reputation of intolerance by declaring the
demonstration illegal 2 days before March 15th under the pretext that
the route had not been submitted ahead of time. Undercover police
working for the SPVM also visited many activists in the days prior,
intimidating them and discouraging from participating in the 2014
March 15th demo. As demonstrated arrived at the gathering point of
Jean-Talon metro they were greeted by a veritable army of police on
foot, on horses, on bicycles, in cars and in helicopters.

After a brief but energetic speech by the organizers, which was
interrupted by a cop who shouted incomprehensibly, the crowd tried to
go west on Jean-Talon road. A line of riot cops was deployed
immediately, blocking their route. The people turned right around and
took Châteaubriand road towards the south - the only direction that
was not blocked by SPVM. On Châteaubriand, between Jean-Talon and
Bélanger, the majority of people were arrested when the SPVM did not
give them a chance to disperse, contradicting their own "instructions
to demonstrators," published on March 12th on their website.

Many other arrests were more or less targeted and took place several
blocks away from the kettle. The SPVM's "Urban Brigade" pursued,
provoked and brutally arrested several people for banal reasons such
as "impeding sidewalk traffic" and "emitting an audible noise outdoors."

The COBP denounces the fact that the SPVM has proven once again that
it is incapable of tolerating demonstrations against its own brutality
and police impunity. Many demonstrations that did not reveal their
route to police were tolerated in 2013, without counting the
innumerable "illegal" demonstrations in 2012. The repressive
demonstration on the afternoon of March 15th demonstrates again that
no matter what government is in power, liberal or otherwise, it's
always the police who decide who has the right to demonstrate and
when, just like in a veritable police state.

The COBP invites all arrested persons to contest their tickets and
charges, and to contact us in order to organize a collective defence
and seeking of recourse.
