Officer involved in Elmvale mall fatal shooting previously charged by SIU

One of the officers involved in the shooting death of an axe-wielding man at Elmvale mall Thursday morning has faced the scrutiny of police oversight before, the other is a junior officer who was hired in 2016, this newspaper has learned.

Ottawa police responded to a report of a man, dressed all in black, wearing a hat with the word “Dope” written on it, carrying a weapon at the Elmvale Acres Shopping Centre at 1922 St. Laurent Blvd. just before 8 a.m. Thursday.

The man has since been identified by those who knew him as Greg Ritchie, a 30-year-old Indigenous man who’d recently moved to Ottawa from the Kitchener area.

Constables Thanh Tran and Daniel Vincelette were the first responding officers. Within minutes they had located Ritchie, armed with a small axe, whose actions led at least one person to call police reporting his behaviour. A confrontation ensued.
