**Manifestation contre le racisme et la xénophobie : ici et ailleurs**

Cet événement fut organisé et aura lieu à Tio'tia:ke ("Montreal"), un territoire Kanien'kehá:ka non-cédé.

Le 12 novembre 2017 et le 7 octobre 2018, deux grandes manifestations antiracistes ont attiré des milliers de personnes dans les rues de Tio'tia:ke ("Montréal") afin de dénoncer le racisme qui devient de plus en plus normalisé au sein de notre société, et à la fois de dénoncer le discours xénophobe, islamophobe, misogyne, homophobe et transphobe de notre gouvernement et des groupes d'extrême-droite québécoises. Voilà pourquoi il faut reprendre la mobilisation massive, en commençant par une troisième grande manifestation populaire dans le cadre de la journée internationale pour l’élimination de la discrimination raciale. Cette manifestation vise à démontrer la solidarité avec les mouvements antiracistes et antifascistes au niveau mondial et à alimenter une résistance populaire contre les actions racistes, islamophobes et xénophobes.

Le contexte est d'autant plus urgent étant donné les intentions et annonces récentes du gouvernement de la CAQ, qui semble déterminé à interdire les signes religieux dans les services publics, ciblant particulièrement les enseignantes musulmanes portant le voile et qui travaillent dans le système scolaire public. Nous revendiquons l'autonomie et le droit des femmes de s'habiller comme elles veulent sans devoir se justifier auprès de quiconque! Ce n'est pas à l'État d’imposer des restrictions aux femmes quant à leurs choix vestimentaires. C'est l'État qui doit être laïc, et non les individu-e-s!

Parallèlement, le gouvernement Legault a annoncé que son administration souhaitait annuler plus de 18 000 dossiers de demandes de résidence permanente en cours (projet de loi 9) afin d'adopter un système « plus sélectif ». Ce projet de loi affecte en fait plus de 54 000 personnes. Nous dénonçons catégoriquement ces mesures! Nous les dénonçons d’autant plus fortement que pendant que le gouvernement québécois bouleverse les vies de milliers de personnes établies ici-même, Legault se pavane à Paris dans l’espoir d’attirer des Français-e-s qui sauront, selon lui, mieux répondre aux besoins de l’économie.

Par son projet de loi, le gouvernement passe sous silence le fait que l’immigration vers le Québec et le Canada est le résultat de plusieurs siècles de colonialisme et d'impérialisme, de logiques destructrices encore à l’œuvre aujourd’hui et qui mettent les États face à leurs responsabilités! Blâmer l’immigration pour les maux de la société est non seulement un geste hypocrite, mais aussi un acte xénophobe qui doit être fermement dénoncé! Non à la xénophobie, oui à l’immigration! Racistes, dehors! Réfugié-e-s, bienvenues! Nous réclamons un statut pour tou-te-s!

Une situation dramatique requiert une réponse urgente et ferme! Cet appel à une manifestation le 24 mars s'inscrit dans un contexte d'actions de résistance continues contre la montée du racisme, de la xénophobie, de l’islamophobie, de l’antisémitisme, de l’extrême droite et de l’oppression sous toutes ses formes. Nous marchons non seulement contre les politiques xénophobes du gouvernement québécois, mais aussi contre les conditions qui ont directement contribué à la situation actuelle : un climat de banalisation et de normalisation de la rhétorique raciste et ultranationaliste d’extrême droite pour le plus grand bénéfice du capitalisme néocolonial dans lequel nous vivons.

Tou.te.s ensemble le 24 mars! Contre le racisme et la xénophobie! Pour l’immigration, l’égalité et la dignité!

*** ÉNONCÉ CONCERNANT LA NATURE NON-PARTISANE DE L'ÉVÉNEMENT ***

Tout comme la Grande manifestation contre le racisme du 7 octobre 2018, la Manifestation contre le racisme et la xénophobie: ici et ailleurs du 24 mars 2019 se veut un événement non-partisan. Nos revendications, ainsi que la nature même des luttes antiraciste et antifasciste, ne se limitent ni à un gouvernement ou parti en particulier, ni au système politique parlementaire/électoral en général. Comme nous l'avons précisé dès la planification de notre événement initial en 2017, nous croyons que tous les partis politiques bénéficient et sont complices de la normalisation du discours xénophobe, anti-musulman et raciste au sein du discours politique populaire. Aucun parti participant au système électoral n'est exempt de cette critique.

Alors qu'il s'agit d'une manifestation de masse, et que les politicien.nes et membres de partis politiques sont donc les bienvenu.es à participer à la manifestation en tant qu'individus, nous vous demandons de ne pas afficher de bannières de parti durant cet événement. De plus, nous vous demandons de ne pas parler aux médias durant la manif - référez plutôt tous médias aux portes-parole de la manifestation, qui seront près du camion de son jusqu'au départ de la marche. Il y aura également un point de presse, dont l'heure et le lieu seront annoncés à l'avance.

**Mass demonstration against racism and xenophobia: here and everywhere**

This event was organized and will take place in Tio'tia:ke ("Montreal"), unceded Kanien'kehá:ka territory.

On November 12, 2017 and October 7, 2018, two large antiracist demonstrations attracted thousands of people to the streets of Montreal in order to denounce the racism that is becoming more and more normalized in our society, as well as the xenophobic, Islamophobic, misogynistic, homophobic and transphobic rhetoric increasingly present in the public political sphere and spread by Quebec far-right groups. This is why we must resume mass mobilizations, starting with a third major demonstration, which will take place in the context of the International Day for the Elimination of Racial Discrimination. The event aims to show our solidarity with anti-racist and antifascist movements worldwide, and also to fuel popular resistance against racist, Islamophobic and xenophobic actions.

The context is all the more urgent given the recent intentions and announcements of the CAQ government, which seems determined to ban religious symbols in public services, particularly targeting Muslim teachers wearing hijab or niqab and who work in the public school system. We demand the autonomy and the right of women to dress as they want without having to justify themselves to anyone! It is not up to the state to impose restrictions on women's clothing choices. It is the state that must be secular, not the individual!

At the same time, the Legault government announced that its administration plans to cancel over 18,000 permanent resident applications (Bill 9) in order to adopt a "more selective" system for accepting newcomers. This bill will affect more than 54,000 people. We categorically denounce these measures! We denounce all the more strongly that while the Quebec government upsets the lives of thousands of people settled here, Legault struts around in Paris in hopes of attracting French immigrants to Canada, who will, according to him, "better respond" to the needs of the economy.

Through Bill 9, the government demonstrates its willful ignorance of the fact that immigration to Quebec and Canada is the result of centuries of colonialism and imperialism, destructive ideologies still at work today, and for which these states are in part responsible! Blaming immigration for the ills of society is not only a hypocritical gesture, but also a xenophobic act that must be firmly denounced! No to xenophobia, yes to immigration! Racists, out! Refugees, welcome! We demand a status for all!

A dramatic situation requires an urgent and strong response! This call for a demonstration on March 24th is part of ongoing resistance - in Quebec and elsewhere - against the rise of racism, xenophobia, Islamophobia, anti-Semitism, the far-right, and oppression in all its forms. We march not only against the xenophobic policies of the Québec government, but also against the conditions that have directly contributed to the current situation: a climate of trivialization and normalization of far-right racist and ultranationalist rhetoric, which works for the greater benefit of the neocolonial capitalist system in which we live.

Join us on March 24th, against racism and xenophobia! For the right to immigration, equality and dignity!

*** STATEMENT REGARDING THE NON-PARTISAN NATURE OF THE EVENT ***

Just like the October 7, 2018 Mass Demonstration Against Racism, the March 24, 2019 Mass Demonstration Against Racism and Xenophobia: Here and Everywhere is a non-partisan event. Our demands, as well as the very nature of the anti-racist and antifascist struggles, are not limited to any specific government or party, nor to the parliamentary/electoral system in general. As we have said from our first event in 2017, we believe that all political parties benefit from and are complicit in the normalization of xenophobic, anti-Muslim and racist discourse in Quebec's mainstream political discourse. No party participating in the electoral system is exempt from this critique.

While this remains a mass protest, and politicians and members of political parties are therefore welcome to participate as individuals, we ask that you do not bring any political party banners to this event. Furthermore, we ask that you do not speak to any media during the demonstration, and instead refer all media to the event spokespersons, who will be near the sound truck up to the beginning of the march. There will also be a press briefing before the march, the time and place of which will be announced in advance.
